Section 02

Why prevention matters

The costliest complaint is often the one an organization was not prepared to handle.

Training is not merely a compliance exercise. It gives employees and school personnel the judgment to recognize concerns, report them correctly, and respond without compounding the harm. Written procedures then turn that knowledge into consistent institutional action.

The cost of a temporary patch

Bandaging an incident does not repair the system that allowed it to grow.

When an organization responds only to the immediate disruption—but leaves unclear reporting lines, inconsistent procedures, weak documentation, or untrained decision-makers in place—the underlying exposure remains. A repeated failure can bring legal expense, monetary relief, agency oversight, operational disruption, and loss of public trust.

Nearly $700 Millionrecovered by the EEOC for workers in FY 2024 through administrative enforcement, federal-sector processes, and litigation.
$660 Millionrecovered by the EEOC for workers in FY 2025, including $528 million before litigation and $27 million through litigation.
For educational institutions

The cost is not measured only by a settlement.

Recent OCR resolutions show what can follow an inadequate institutional response: reopening prior case files, rewriting policies, retraining employees and students, creating centralized recordkeeping, administering climate surveys, providing individual remedies, and submitting to continued federal monitoring. Those obligations consume time, personnel, and resources that schools need for teaching and student support.

01Conduct occurs

Harassment, discrimination, retaliation, or unequal treatment is alleged.

02Response falters

Reporting lines are unclear, records are incomplete, or action is inconsistent.

03Risk compounds

Harm continues, trust erodes, and an administrative complaint may follow.

04Exposure grows

Legal fees, agency oversight, corrective action, reputational harm, or litigation.

I

Identify early

Training creates recognition

People cannot report or respond appropriately to conduct they have not learned to identify.

II

Address consistently

Procedures create consistency

Defined roles, timelines, documentation standards, and escalation paths keep concerns from falling by the wayside.

III

Document and resolve

Fair process creates confidence

A neutral, well-documented response protects participants and produces a record leaders can rely upon.

Section 03

The national picture

Complaints and enforcement remain a consequential institutional risk.

These figures distinguish among agency lawsuits, administrative charges, and complaints. They are not interchangeable—but together they show why early preparation and disciplined response matter.

Workplace enforcementEEOC lawsuits filed with Title VII claimsFiscal years 2021–2025

345 EEOC lawsuits included Title VII claims across the five fiscal years. During the same period, the EEOC received 392,603 new discrimination charges under all statutes. Charges are administrative filings; they are not lawsuits. One suit may assert claims under more than one statute.

U.S. Department of Education enforcementOCR complaints raising Title VI and Title IX issuesPublished statute-level figures, fiscal years 2021–2023

Title VI matters may involve race, color, national origin, shared ancestry, racial harassment, retaliation, discipline, or unequal access.

Title IX matters may involve sex discrimination, sexual harassment or violence, athletics, pregnancy, retaliation, or grievance procedures.

Agency distinction: OCR enforces Titles VI and IX in federally funded education. The EEOC enforces Title VII in employment, reflected in the workplace chart above.

*OCR reported that one individual filed 7,339 complaints in FY 2022 and 5,590 in FY 2023, materially affecting the Title IX totals. A complaint may raise multiple issues. Complete statute-level figures for FY 2024–2025 were not available in the cited annual reporting, so they are not estimated here.

Capacity without adding headcount

Ongoing Readiness Retainer

Reliable access to experienced, independent guidance before a concern becomes a crisis. MOY PC gives leaders a place to begin when staff capacity is limited, responsibilities are unclear, or an emerging matter requires a disciplined first response.

  • On-call procedural guidance
  • Early issue triage and response planning
  • Scheduled policy and process review
  • Priority access to investigations and training

Readiness is most valuable before the crisis

Specialized capacity, planned within the institution’s existing priorities.

Many schools, public agencies, and workplaces operate with limited personnel and tight budgets. A readiness retainer provides continuing access to investigation, training, and compliance experience without creating a full-time position or relying on outside counsel for every operational question. Training and prevention services may also be planned through appropriate professional-development, compliance, or training allocations, subject to each institution’s funding and procurement requirements.

A complementary role: MOY PC provides non-legal investigative, compliance, training, and resolution support. When legal advice is required, the organization’s counsel retains that role.

Section 05

When an investigation is necessary

A reliable factual record decision-makers can act upon with confidence.

Listen carefully

Establish rapport while maintaining neutrality and clear professional boundaries.

Examine rigorously

Analyze testimony, documents, digital records, context, and corroborating evidence.

Write clearly

Translate complex and sensitive facts into logical, accessible, defensible reports.

Proceed fairly

Honor due process, equity, privacy, and the dignity of every person involved.

Why MOY PC

Service is the foundation.
Trust is the work.

For more than 25 years, MOY PC has worked where policy meets real lives—helping school systems identify risk early, intervene thoughtfully, and keep students and families from falling through institutional gaps.

That work required far more than program delivery. It required regulatory oversight, federal and state grant compliance, audit preparedness, policy implementation, budget stewardship, mediation, cross-agency coordination, and clear documentation. Those same disciplines now anchor MOY PC’s civil-rights investigation and compliance practice.

1997Prevention in practice

MOY PC begins building intervention programs with schools—addressing attendance, substance use, teen pregnancy, dropout prevention, student welfare, and systemic barriers before they become crises.

2016The legal framework

Dahlia A. Lockhart-Williams earns her Juris Doctor, deepening a deliberate focus on regulation, compliance, policy, evidence, and the institutional decisions that prevent legal escalation.

TodayBroader institutional service

MOY PC brings this prevention-centered perspective to higher education and workplaces through independent investigations, informal resolution, training, policy review, and ongoing readiness support.

“The goal was never to spend every day in a courtroom. It was to help institutions build the judgment, documentation, and response systems that keep them out of one.”

Principal Investigator Dahlia A. Lockhart-Williams, JD, combines executive leadership, school administration, legal training, mediation, grant and regulatory compliance, and more than five years conducting complex civil-rights investigations. Her credentials support the work; the focus remains the result MOY PC delivers: a fair process and a reliable record the institution can act upon.

Service through the next chapter. Dahlia intends to complete her career doing the work she is most passionate about: helping institutions protect people, strengthen their practices, and respond with integrity. It is where her experience can be most effective—and where a career devoted to serving others can continue to make its greatest difference.
